How does Gavin's latest proposal fit in with this?

Problem is that this latest proposal changes more than just the blocksize.

EDIT: Ah, I see BUIP016 addresses this. Kind of. We're OK unless/until we have multiple BIPs proposing different values for MAX_BLOCK_SIGOPS and MAX_BLOCK_SIGHASH
