Is it 20 (25% of 80) for a super-majority vote? (not including article votes)

After I voted the vote list for BUIP070 seems to have turned into a 404 - so I can't check if my vote was successfully registered.

Yes, I counted correct this time and there are 46 members listed that can vote.

The first time I mistakenly used the member number and subtracted those who can't vote (80-2) but there are gaps in the numbering and thus we have less members.

I believe abstaining or spoiling ones' vote would count as voting for membership purposes and count towards the quorum.

Not sure what the difference between abstaining and spoiling one's vote though. I guess spoiling one's vote is a way to protest the vote took place at all?

@Windowly it's a way of coming to a conclusion if a vote is inappropriately framed, say the vote is framed in a political way where a yes or no answer yields an undesirable results, a majority spoiled vote could be counted to discredit the yes or no vote.

The spoiled vote acts a bit like a filibuster, I'd say it is interesting only if a vote is not accepted.

TL;DR It should count towards quorum in the "abstains" category that's how I would interpret it under Article 2: Confederation, IV. There is also an argument that it is shouldn't count as @Bagatell was suggesting, if it is not counted as an abstains it should be counted towards a voters participation record that is required for a member to keep his membership active.
