My interpretation of the BU articles is that is is OK to change your vote until voting closes, when they are cast in stone. So please amend.

Abstentions will count towards quorum here, and I note that wikipedia mentions that it is the norm.
In practice, we are not going to get the extreme scenario mentioned where most votes for any BUIP are abstentions.
