Abstentions will count towards quorum here, and I note that wikipedia mentions that it is the norm.
In practice, we are not going to get the extreme scenario mentioned where most votes for any BUIP are abstentions.

Just a comment on the membership applications. I was a little ruthless in voting against admitting new members. I only voted "YES" for people who I am aware are quite active in Bitcoin, or already involved in BU activities. I think it's a good idea for people to just get involved prior to applying for membership. The main purpose of membership is to propose and vote on BUIPs, I think it's more important to have active and engaged members than to rapidly expand the number of members.

I hope no one is discouraged if I voted against them, and I'd encourage them to get involved regardless!
