Is it able to leverage the Load Balancer of AWS to help the Bitcoin network?

Let setting up new node at very low cost, leverage the full node to more other full node needs to download the blockchain data.

If it is possible, and someone can write a detailed guide on this, I will provide a 1 Bitcoin bounty for the guide.

Elastic Load Balancing is specifically for HTTP traffic. It does not proxy other protocols. I'm not even sure what you are trying to achieve, but maybe if you can better explain, I can help you architect a solution.
