Nothing in the article implies so.

It's a perl malware that closes common attack vectors in poorly configured linux based routers and thus seems to be protecting clueless users from further infections to their routers.

Updates between infected devices are propagated via p2p network that communicate thru cryptographically protected general purpose backdoors created by the malware.

Those backdoors, could be used for malicious activities by whoever controls the cryptographic signatures.
