It seems that my first submission to the bitcoin-dev mailing list has been filtered away.
The full text of the proposal is at
It is also in more easy-to-discuss format on this forum at

The full mail headers below show that the mail was not flagged as spam (X-Spam-Status: No, score=-2.3 required=4.0).

I hope that the mailing list admins will search their bin buckets, but if they don't, I'll have to write this off as an instance of censorship or extreme incompetence, the former of which I've heard reports but never believed.

I have decided, 2 hours ago, to send an email to the BIP editor, Luke-jr, as follows:
Dear Luke-jr,

I would like to know why my draft BIP below is not appearing on the mailing list after I submitted it.
Thank you for your assistance.

Sancho
This should hopefully clear up the confusion. Maybe there are too many mailing list posts like mine awaiting moderation. My donkey is thirsty.

Oh the irony, If I were to see a benefit to this this proposal this ideal should appeal to Core consensus governing process. It reduces friction to making developer changes.

I on the other hand am in favor of strategies that add friction to making protocol changes. But I'll reserve my comments until I can read more on the topic.

I am a little shocked at the behavior of the BIP editor.

Here is my counter-offer. I will re-submit tomorrow, until then whoever wants to can contact me to be included in CC or BCC to witness that I have submitted it.

I did not know that the bitcoin-dev list is run by wizards.
I much prefer sourcerers.

I noticed I'm starting to get "moderated" on that /r/Bitcoin thread.
The main reply of mine to kanzure's comment did not appear yet. The secondary one did - I learned something. It is a pity, because I had a very enjoyable conversation with /u/nagatora , even though we disagreed.

EDIT: it seems they have released the longer reply from moderation.

I have just resubmitted the proposal to the mailing list.
The only change to the submission text was the bolded part
Please find below a [resubmit of my] proposal for a new informational BIP provisionally named 'bip-genvbvoting'.
Thanks to @Tom Zander for agreeing to be in CC .

Here are the mail headers of the sent mail, without the PGP-signed blurb generated by Protonmail.

UPDATE: My proposal has now been listed (third time's the charm):

https://lists.linuxfoundation.org/pipermail/bitcoin-dev/2017-April/013969.html

Some explanation, and correction from my side:

I no longer think the initial two submissions were censored. I believe something went wrong with my initial attempt to register to the list, and I was not properly subscribed contrary to my expectation. After another user pointed out to me the kind of messages I was supposed to have received, I tried to register again, and received a subscription confirmation. My 3rd attempt to submit was consequently confirmed to have been placed in moderation, and listed a few hours later.

My apologies to any mods who were offended by my initial assumption that my submission had been censored. In my defense, there was no indication to the contrary, and the reply from bitcoin-dev-owner led me to believe that the mail had been well received by the system.

I think this could have probably been avoided by several improvements:
  1. display a prominent message on the list's information page that unless you have received a "Welcome to the "bitcoin-dev" mailing list', you are not subscribed and your submissions will not be accepted.

  2. A message on the information page that unless you have received a "Your message to bitcoin-dev awaits moderator approval" reply, your posting has NOT been received by the list.

  3. a reaction from the BIP editor upon enquiry about what happened - at least if he had forwarded it on to the list admin, it would have become apparent very soon that I was not properly subscribed and that this was likely the reason for not accepting the submissions.

  4. A reminder in the echo response mail from bitcoin-dev-owner that to post to the list, one must be accepted as a subscriber first.
