BUIP024: Extension Blocks with Address Sharding

Interesting.

I'd like to see a more concrete proposal. Phrases like the following are not something I would expect to see in a finalized BUIP: "An option is to require that parent blocks be at least 75% full (say)." Will this document be edited to bring more clarity to the spec?

Yes, if you look at the first 2 lines I say that this BUIP isn't ready for a vote. Really, I'm looking to start a conversation here and so in the BUIP I specifically called out areas where there are several options with +s and -s for each. I'm hoping that others will start considering these ideas and post thoughts here.
