I came across this reference to a paper for a new consensus algorithm in a Reddit comment by Charles Hoskinson (now of Ethereum Classic):

That's a very useful reference comment for the various difficulty algorithms. Thanks, I'll cross-post that to another thread where I was tracking some of that discussion too.
