I think this started with Megacoin and it's Kimoto Gravity Well, Z cash has a good discussion, which starts from here:

some coins completely changed because of this, for example BlackCoin went to pure POS becasue of this.

That's a very useful reference comment for the various difficulty algorithms. Thanks, I'll cross-post that to another thread where I was tracking some of that discussion too.
