Has SegWit been released (in April 2016)?

So, to get a broader view of whether the community agrees with certain Core members/supporters claims that SegWit was released in April 2016, I am running two surveys, with the same basic question.

One is the poll above, to get a feeling for how this forum sees it.

Final tally that I can see because SurveyMonkey limits me to see only the first 100 responses :

78% say "No",
22% say "Yes".

If others have more recent status updates, please post them here. I'd be especially delighted if we could reach 90-95% consensus
