blockchain is just a wallet. to purchase bitcoins you have to go to an exchange like you can check https://bitcoin.org/en/exchanges this site to find a specific exchange for your country. and if you want you can even try localbitcoins.com just trade from a trusted trader because there are scammers everywhere.
