I want to open a bank account associated with Coinbase, someone can recommend a country and a bank, where I can open this account and where they guarantee bank confidentiality. I need to open this bank account outside my country, because in the country that I live, having Bitcoins causes a high tax. Thanks in advance.

In most cases any bank account linked to Coinbase is going to involve some kind of KYC (Know Your Customer) measure that is going to prevent the kind of circumvention you are looking to have around the regulations. On the other hand, Coinbase likely doesn't support bank accounts in those places where there is little to no banking regulations.
